Colonel Neumann began his military career on the 02 Jan 1975 as an Officer Cadet of the German Army NBC Defence Corps.
From Apr 1975 to May 1981 he successfully completed his Officers Course and graduated from University with a degree in Computer Sciences.
From May 1981 to Mar 1986 he was assigned platoon leader of an NBC Defence Platoon in Emden, Lower Saxony and Company Commander of an NBC Defence Company in Bruchsal, Baden Wuerttemberg.
From Apr 1986 to Sept 1987 Colonel Neumann was appointed Chief of a Training Inspectorate at the NBC Defence and Self-Protection School in Sonthofen, Baveria, after which he was assigned from Oct 1987 to Mar 1991 Company Commander of the HQ Company 7 (GE) Panzer Division in Unna, North Rhein Westphalia.
From Apr 1991 to Sep 1994 he was desk officer for NBC defence training at the Army Office in Cologne, North Rhein Westphalia.
From Oct 1994 to Dec 1996 Colonel Neumann commanded NBC Defence Batallion 110 in Emden, Lower Saxony.
From Jan 1997 to Aug 2003 he held various assignments in the field of NBC defence and Protection issues in the Federal Ministry of Defence in Bonn, North Rhein Westphalia.
From Sep 2003 to Sep 2005 Colonel Neumann was Branch Chief of the Environmental and Occupational Health and Safety Branch in the CBRN Defence und Protection Issues Division of the Federal Armed Forces Joint Support Command in Cologne, North Rhein Westphalia.
In Oct 2004 Colonel Neumann was appointed deputy Brigade Commander of NBC defence Brigade 100 in Bruchsal, Baden Wuerttemberg. He was Commander of NATO’s CBRN Joint Assessment Team during the NFR 4 rotation.
Since Feb 2006 Colonel Neumann was Branch Chief of the CBRN Defence, Fire Fighting and Self Protection Branch in the CBRN Defence und Protection Issues Division of the Federal Armed Forces Joint Support Command in Cologne, North Rhein Westphalia.
Colonel Neumann was Chairman of the CBRN Defence Training Working Group (NTG/JSSG) from May 2008 through 2010. In 2008 and 2009 he chaired the EDA Project Team CBRN Detection, Identification and Monitoring; in May 2009 he was elected chairman of the BIO EDEP PROGRAMME PREPARATION GROUP.
From August 2010 Colonel Neumann was the Commander German Forces KABUL and Liaison Officer from the German to the Afghan MoD. His tour of duty ended January 2012.
Returning back into the Joint Support Command he was appointed Commissioner for the Establishment of the Bundeswehr CBRN Defence Command. He also took over the function of the Chief of Staff of the Joint Support Command.
On 23.April 2013, Colonel Neumann was handed over the Command of the Bundeswehr CBRN Defence Command in Bruchsal.
