Brigadier General Ryu Dong Kwan is the Commander of the 9th CBRN Defence Command of the Republic of Korea Army. He attended the Korea Military Academy and graduated in Chemical Engineering from the Graduate school of Korea University. In his career he moved from Chemical Officer to Commander of the Chemical Support Battalions (28th Division) and of the 5CBR Battalion (5th Corps). Among his accomplishments we can list his role as CBR Force Planning officer in the C4ISR Force Planning (ROKA), his role as chief of the Force Development Department of the CBR school as well as his performance as head of the Arms Control Verification (KAVA), of the CWMD Operation Department (CVC) and of the CBR Operation Department (2OC). We look forward to hearing him speak in the pleanry session of NCT Europe 2019!
Jon Beville is the Director of Global Sales and Business Development at Heyltex. His career in the CBRNe industry includes work in crisis preparedness, bio- and nuclear-security, biological threat detection, and CBRN medical countermeasures. In those capacities he has worked with governments and private sector clients on a wide range of issues including disaster management planning, site security, government relations, and CBRN capacity building. A native of the Washington D.C. area, Jon has worked extensively in the Middle East and in Europe. We are glad to welcome him to speak in the “The Stages of CBRNe Operations: From Recon to Decon” panel of NCT Europe 2019!
Brig. Gen. William King was the Commanding General of the US 20th CBRNE Command before retiring on 19 July 2017 with 30+ years of active duty US Army service receiving the President’s Medal of Achievement for AUSA Sixth Region, Citation of National Merit from the National Security Advisor, Government of Iraq, and Certificate of Commendation from the Chairman, Joint Chiefs of Staff, ROK, among others.
Before retiring in September 2018, Col. Henry Neumann was leading the German Bundeswehr CBRN Defense Command. He provided the framework for NATO’s Combined Joint CBRN Defense Task Force in 2015 and 2018 and planned, prepared and established the cluster CBRN Protection in the Framework Nations Concept.

The unit was established in 2013 and it is the only specialised unit of its kind in the Czech Army; designed to perform tasks of chemical, radioactive and toxic security as well as protection against weapons of mass destruction. They will take part in the 4th edition of the NCT Europe PRO Trainings!
The Defense CBRN Centre (DCBRNC) is unique in Europe and the multi-disciplinary team of military and civil personnel assures a high level of CBRN-knowledge, -education and –training. This is available for national and international organizations involved in the response to CBRN incidents to meet their specific needs and improve their individual performance, but also the cooperative response of all involved units through multi-disciplinary training. They are joining NCT PRO Trainings in Vienna!
Responders from the Italian Red Cross Military Corps have confirmed their attendance to the CBRNe training sessions at the 8th edition of NCT Europe taking place from the 26th to the 27th of June at the Tritolwerk CBRN and Disaster Relief Training Area of the Austrian Armed Forces!
The Military Corps now join the following teams and observers for the Trainings at NCT Europe:
1st Engineer Regiment of the Polish Armed Forces;
Brussels Fire Department;
Crisis Management Section of the Ministry of Interior of Slovakia;
Colonel Xavier LEFEBVRE, is the current Commander of the French Joint CBRN Defense Center and former Commanding Officer of the 2ème régiment de dragons (2008-2010) which is the unique French CBRN Defense Regiment. He will bring more than a decade of CBRN defence doctrine expertise to his speech during the closing plenary.
Lt. Col. Rudolf Konar, Deputy Director of Training Exercises and the Education Department of the NATO Joint CBRN Defence Centre of Excellence, will speak in the workshop “CBRNe Training: Interoperability and Multinational Cooperation Across Europe” on the 27th of June at 08:30.
